Services for Veterans 

The Veterans Benefits Office welcomes you to Modesto Junior College.  Our role is to assist and support veterans and qualified dependents in accessing veterans educational benefits, such as the GI Bill®, as well as other programs and resources. GI Bill® is a registered trademark of the U.S. Department of Veterans Affairs (VA). Veterans Resource Center

The Modesto Junior College Veterans Resource Center is located on the East Campus in the Student Center, Room 2. We strive to meet veteran students wherever they are in their transition from military to college life and assist by providing an inclusive community of those who understand the culture of military service. Services include:

  • R & R area  
  • Use of computers with internet access and free printing
  • Free food and drinks
  • Veterans Club meetings and events

Priority Registration

Students registered with the Veterans Resource Center are eligible for Level 1 priority registration at Modesto Junior College.  To receive a priority registration date, a student must provide a copy of their DD214 Member 4 form to the Veterans Resource Center via email or in person. If a student is actively serving, we will accept a copy of their Common Access Card (CAC) for the purpose of receiving priority registration.  In addition to this, students must also complete the following matriculation steps:

  • Complete the Online Orientation 
  • Meet with the Veterans Counselor to complete an Educational Planner 
  • Obtain a math and English placement 

Veteran Academic Counseling

If you are using your VA education benefits, it is recommended that you meet with the Veterans Counselor to receive an approved Educational Plan.  Kayla Locke is the academic counselors for veterans.  Before any classes can be certified and benefits paid, please make an appointment with the Veterans Counselor by calling 209-575-6670.  

Residency for Veterans and Dependents 

Non-Resident fees are NOT covered by your VA education benefits. 

Military Members 

Students who are members of the Armed Forces of the United States domiciled or stationed in California will submit their military identification card.

Dependents of Active Duty 

A student who is a natural or adopted child, stepchild, or spouse and who is a dependent of a member of the Armed Forces of the United States domiciled or stationed in California on active duty will submit their military dependent identification card.

Recently Discharged 

A member of the armed forces of the United States stationed in California on active duty for more than one year immediately prior to being discharged will need to submit the Form DD 214 listing California as the separation station for a one year exception within two years of separation.

Veterans Access, Choice, and Accountability Act 

Under the Veterans Access, Choice, and Accountability Act, students who are “covered individuals” are exempt from non-resident tuition. Generally, if you are a veteran eligible for educational assistance under the Montgomery GI Bill®-Active Duty (MGIB-AD) or Post-9/11 GI Bill®, who resides in California and enrolls in the community college from a period of active duty of 90 days or more, you may submit the following documentation to be exempt from nonresident tuition:

Certificate of Eligibility showing you are eligible for Montgomery GI Bill®-Active Duty (MGIB-AD) or Post-9/11 GI Bill® education benefit programs (Chapters 30 or 33, respectively).

You may obtain a copy of your Certificate of Eligibility online at: www.ebenefits.va.gov.

Please note that: the student must be physically present in California to be eligible for this exemption.

To apply for AB13 (VACA) California Non-resident Tuition Exemption for Eligible Veterans & Dependents you must:

  1. Complete and sign the AB 13 (VACA) Affidavit form.
  2. Attach all applicable documentation:
    1. Copy of DD214 Certificate of Release or Discharge from Active Duty.
    2. Certification of Eligibility (COE) from VA confirming the approval of education benefits for the student.
    3. Copy of Photo ID

Mental Health Counseling 

On-Campus Mental Health Appointments

Modesto Junior College offers no cost, one-on-one appointments with mental health providers. Students are eligible for up to 6 sessions per semester.

Timely Care 24/7 Remote Mental Health Support 

Modesto Junior College students have FREE, 24/7 access to virtual care services with TimelyCare: the virtual health and well-being platform from TimelyMD, designed for college students. Students do not need insurance to access TimelyCare services. Students have access to TimelyCare services 365 days a year. That means you have access during breaks, after-hours, and any time you need support!

Credit for Prior Learning and Transfer of Previous Credits 

Veterans are encouraged to leverage their military training into transfer work credits to help them finish their academic program in the shortest amount of time.  Credit for Prior Learning can be petitioned for experiences that may qualify to meet program requirements. The first step is to obtain your Joint Service Transcript (JST), credential, certification, etc. Provide this information during your meeting with the Veterans Counselor. Your counselor can look at your documentation and guide you in the CPL process.  Please visit the Credit for Prior Learning web page for the rules and regulations around this credit option.

  • The Veterans Resource Center may assist you in accessing a copy of your JST. If you are Air Force and have NOT completed courses via Navy, Marine Corp, Coast Guard or Army, please visit Community College of the Air Force Transcripts.

The VA requires students who are using veteran education benefits to request transcripts from previous institutions to be sent to the Admissions and Records office at Modesto Junior College.  Once the transcripts have arrived, you need to file a Transfer Work Request after meeting with your counselor to have your transcript evaluated for potential credit.

Veterans Benefits and Transition Act of 2018

The Veterans Benefits and Transition Act of 2018 (Public Law 115-407) was signed into law on December 31, 2018. This law has five sections pertinent to the administration of Veterans' educational or training benefits with two of the provisions directly affecting schools. The first of these provisions will be implemented in August. 

Beginning on August 1, 2019, educational institutions must have a policy in place allowing G.I. Bill® and VR&E beneficiaries (Chapter 33 and Chapter 31 beneficiaries) to attend a course of education or training for up to 90 days from the date the beneficiary provides a certificate of eligibility, or valid VAF 28-1905. This allows a student to attend the course until VA provides payment to the institution. The educational institution must also have a policy to not impose a penalty, or require the beneficiary to borrow additional funds to cover tuition and fees due to late payments from VA. Section 103 requires a State Approving Agency (SAA), or the Department of Veterans Affairs (VA) when acting in the role of the SAA, to disapprove certain courses of education. VA can grant a waiver to these requirements.
