In accordance with the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS), the District Comprehensive Emergency Operations Plan (CEOP) is both NIMS and SIMS compliant. It is designed to meet any possible emergency. All district full time employees are required to take state, federal and emergency operations plan disaster training within one year of employment. This insures that all staff, faculty, administrators and executives are familiar with the procedures/protocol established to maintain the safest environment possible during an emergency or disaster. An Active Shooter is an armed person who has used deadly force on other persons and continues to do so while having unrestricted access to additional victims.
If we can identify the individual who needs assistance prior to him picking up a weapon we have a far greater chance of of preventing such a tragedy. Faculty and staff members must be vigilant to the risk of violence on campus. Some behaviors to take notice of and report to Campus Safety are:

Utmost discretion must be used when evacuating a building. Evacuating a building should be done calmly, but quickly and without panic. Ideally, faculty or instructional staff should inform students, in a calm manner, that the building is being evacuated and should summarize the actions to follow as listed below:
The "all clear" signal will be given by Campus Safety or other Incident Command System official, indicating faculty, staff and students should return to the facility which they previously vacated.
CALL 9-1-1 FROM A SAFE LOCATION, THEN CAMPUS SAFETY 575-6351.
DO NOT TRY TO FIGHT A FIRE UNLESS YOU HAVE BEEN TRAINED TO DO SO.
R.A.C.E. to safety from a fire.
R = RESCUE anyone in immediate danger from the fire if it does not endanger your life.
A = ALARM by sounding the alarm when activating the pull station alarm box.
C = CONFINE the fire by closing all doors.
E = EVACUATE to the building evacuation assembly point.

Stay in place for 30 seconds in case there is a power fluctuation or temporary “brown
out”. If lighting does not resume, exit the building following emergency lighting.
If it is too dark to safely exit the building, call Campus Safety and wait for assistance
from emergency responders. DO NOT ATTEMPT TO NAVIGATE STAIRWELLS IN COMPLETE DARKNESS.
IMMEDIATELY STOP USING ALL ELECTRICAL EQUIPMENT. Do not activate electrical switches, especially if you smell gas, call Campus Safety and evacuate the building.
If smoke and strange odors come through the ventilation system, evacuate and call Campus Safety.
If you are trapped in an elevator, notify Campus Safety using the Emergency Call Box located on the front panel. Remain calm while waiting for assistance.
The first priority during an emergency is the safety of all MJC students, employees, visitors, and others on campus. The roles and responsibilities of most faculty and staff will be directed toward safety of the campus population and will depend on the nature of the emergency. To exercise these responsibilities, building evacuation/shelter-in-place exercises are conducted annually. Building Coordinators are trained to educate the occupants of the buildings on evacuation and shelter-in-place procedures. Campus responders practice their role in directing campus evacuations. Students are directed through staff and Campus Safety following the Incident Command System (ICS). The Crisis Response Team and Volunteer Emergency Service Units are also available to support the efficient and safe response to a campus emergency.
